Jay is a member of the California State Bar, the Orange County Bar Association and the Christian Legal Society. He received his Bachelor of Arts degree in Political Science from Pepperdine University with Summa Cum Laude honors in 1977, and his Juris Doctorate degree from the Law Center at the University of Southern California in 1980.
